Buzz Oates is planning the development at 2380 Del Paso Road, at the corner of Truxel and Del Paso roads, according to plans filed with the city July 31.
The project requires City Council approval at an undetermined date to rezone the property from an employment center zone to general commercial.
The first two phases of the project would include eight single-story buildings with retail and restaurants, including parking lots, according to the application.
The application includes these details:
- The hotel and apartments would be in the third phase. The four-story hotel would be 63 feet tall and would include 105 guest rooms totaling 64,225 square feet.
- The 64 market-rate apartments would be in two three-story buildings totaling 56,400 square feet.
- It would include 48 studio apartments at 382 square feet each.
- And it would include eight one-bedroom units and eight two-bedroom units.
Originally when the developer applied for the project, in 2024, the plans included 140 apartment units, with higher square footage, and no hotel, according to city records.
The development would have a large open space at the middle for residents and members of the public.
‘Dynamic, complete community’
The application contains a potential conflict with the city over the details.
“The city has requested extensive pedestrian connections throughout the site,” the application states. “Many restaurants desire space for outdoor patios. For the retail center to be viable there needs to be enough parking to be convenient for the customers and residents.”

The developer has communicated with City Councilmember Lisa Kaplan, but so far has held no neighborhood meetings, the application states.
Kaplan, who represents North Natomas, praised the project.
“I am thrilled to see a development proposal that appears to be a thoughtful mixed-use development with a hotel, residential spaces, and commercial options coming to North Natomas,” Kaplan said. “Bringing this level of vibrant, walkable investment right into our neighborhood — rather than concentrating everything downtown — proves that Natomas is growing into a dynamic, complete community on its own.”
Near the old arena site
The site is near Inderkum High School and also near the site of a planned future light rail station on Truxel Road. It’s also near the former Sleep Train Arena site, where the city has taken steps toward granting a tax incentive to developers to build at least 1,200 housing units, and medical school.
