Tom Umberg said in a statement shared with the Los Angeles Times.<\/p>\n<p><!--]--><!--[--><\/p>\n<p>Gov. Gavin Newsom separately announced on social media that California had secured a presidential emergency declaration for the Garden Grove hazmat incident.
