{"id":6382,"date":"2026-06-10T10:02:03","date_gmt":"2026-06-10T10:02:03","guid":{"rendered":"https:\/\/sandiegorelocationnews.com\/index.php\/2026\/06\/10\/dennis-anderson-minnesotas-elk-will-remain-in-the-northwest-not-the-northeast-for-now-and-maybe-always\/"},"modified":"2026-06-10T10:02:03","modified_gmt":"2026-06-10T10:02:03","slug":"dennis-anderson-minnesotas-elk-will-remain-in-the-northwest-not-the-northeast-for-now-and-maybe-always","status":"publish","type":"post","link":"https:\/\/sandiegorelocationnews.com\/index.php\/2026\/06\/10\/dennis-anderson-minnesotas-elk-will-remain-in-the-northwest-not-the-northeast-for-now-and-maybe-always\/","title":{"rendered":"Dennis Anderson: Minnesota&#8217;s elk will remain in the northwest &#8211; not the northeast &#8211; for now, and maybe always"},"content":{"rendered":"<article><!-- --><!-- --><!-- WPS-5038 -- removed the script from WPS and added the placeholder for trinity player --><!-- --><!-- --><!-- --><!-- --><!-- --><!-- --><!-- --><!-- CONTENT --><!--[--><!--[--><\/p>\n<p>MINNEAPOLIS &#8211; To say the plan to expand the state&#8217;s wild elk herd to northeast Minnesota from the northwest where the animals currently reside is a multimillion-dollar debacle might not be entirely fair.<\/p>\n<p>Read more <a href=\"https:\/\/sandiegorelocationnews.com\/index.php\/2026\/06\/10\/about-10000-fish-die-in-st-pauls-como-lake\/\">About 10,000 fish die in St. Paul\u2019s Como Lake<\/a><\/p>\n<p><!-- --><!--]--><!--[--><\/p>\n<p>But it&#8217;s accurate.<\/p>\n<p><!-- --><!--]--><!--[--><\/p>\n<p>After a year&#8217;s delay, the first elk from the northwest were supposed to be transported to the northeast this spring, according to a plan spearheaded by the Fon du Lac Band of Lake Superior Chippewa and the Minnesota Department of Natural Resources (DNR).<\/p>\n<p><!--]--><!--[--><\/p>\n<p>Funding totaling $2.3 million from the Legislature in 2023 was provided to build special pens and other equipment intended to ease the animals&#8217; transition into Carlton County and parts of Pine and St. Louis counties. The money also funded a new DNR elk coordinator position.<\/p>\n<p><!-- --><!--]--><!--[--><\/p>\n<p>Credit Mike Schrage, a Fond du Lac Band wildlife biologist, for the idea of returning elk to the northeast.<\/p>\n<p><!--]--><!--[--><\/p>\n<p>Schrage had watched a successful reintroduction of wild elk to northern Wisconsin beginning in 2015 and thought a similar effort could succeed in northeast Minnesota. Wisconsin&#8217;s elk came from Kentucky.<\/p>\n<p><!-- --><!--]--><!--[--><\/p>\n<p>Ancestors of present-day Fond du Lac members had eaten elk and fashioned clothing from the animals&#8217; hides, and the band&#8217;s tribal council quickly approved the reintroduction idea.<\/p>\n<p><!-- --><!--]--><!--[--><\/p>\n<p>In 2015, the Legislative Citizens Commission on Minnesota Resources (LCCMR) recommended $300,000 in state funding to study whether northeast Minnesota habitat was suitable for elk and whether people there would accept the animals. The Fond du Lac Band and the Rocky Mountain Elk Foundation kicked in another $45,000.<\/p>\n<p><!--]--><!--[--><\/p>\n<p>Results of the study were positive. The idea also won support of Duluth&#8217;s Izaak Walton League chapter, the Minnesota chapter of Backcountry Hunters and Anglers, the Minnesota Deer Hunters Association and other groups.<\/p>\n<p><!-- --><!--]--><!--[--><\/p>\n<p>From an initial relocation of from 12 to 20 elk, Schrage envisioned an eventual self-sustaining northeast herd numbering 200 to 300. Elk from the northwest would be captured over a five- to 10-year period from one or more of the state&#8217;s three distinct northwest herds &#8211; the Grygla, the Kittson Central and the Caribou-Vita.<\/p>\n<p><!-- --><!--]--><!--[--><\/p>\n<p>Hunting of northeast elk would eventually be allowed by tribal and non-tribal members, according to Schrage and the Minnesota DNR.<\/p>\n<p><!--]--><!--[--><\/p>\n<p>Biologist Makenzie Henk was hired by the Fond du Lac Band to oversee the relocation, while biologist Kelsie LaSharr was named the state DNR&#8217;s elk coordinator.<\/p>\n<p><!-- --><!--]--><!--[--><\/p>\n<p>All of which pointed toward the first elk being delivered to the northeast in spring 2025. When that effort was postponed, sights were set on this spring.<\/p>\n<p><!-- --><!--]--><!--[--><\/p>\n<p>Not so fast, Red Lake Band of Chippewa DNR Director Al Pemberton said Monday.<\/p>\n<p><!--]--><!--[--><\/p>\n<p>&#8220;Those elk are in our treaty area,&#8221; Pemberton said. &#8220;If there are any excess elk in our area, they&#8217;ll be for our members to shoot.&#8221;<\/p>\n<p><!-- --><!--]--><!--[--><\/p>\n<p>Pemberton said the Red Lake Band doesn&#8217;t go into Fond du Lac&#8217;s treaty area to capture moose for transport to the northwest, and the Red Lake Band doesn&#8217;t welcome Fond du Lac members coming to its area for elk.<\/p>\n<p><!-- --><!--]--><!--[--><\/p>\n<p>Pemberton&#8217;s reference was to the Old Crossing Treaty Area, a region created by an 1863 treaty between the Red Lake Band and the federal government. The area &#8211; encompassing a Minnesota region, generally, from Fargo, northeast to Roseau on the Canadian border &#8211; encompasses all three northwest elk herds.<\/p>\n<p><!--]--><!--[--><\/p>\n<p>Unlike Minnesota&#8217;s 1837 treaty, which the U.S. Supreme Court ruled in 1999 affirms off-reservation hunting and fishing rights for the Mille Lacs and seven other Chippewa bands in east-central Minnesota, the 1863 treaty hasn&#8217;t been litigated.<\/p>\n<p><!-- --><!--]--><!--[--><\/p>\n<p>Meaning the Red Lake Band&#8217;s treaty-area hunting and fishing rights haven&#8217;t been affirmed by a court. Dobbins doesn\u2019t just want to prove haters wrong, he wants to prove Sean Payton right<\/a><\/p>\n<p><!-- --><!--]--><!--[--><\/p>\n<p>Still, in 2022, a limited number of Red Lake Band members chosen by tribal lottery started hunting elk in the treaty area. In 2025, the most recent year for which harvest information is available, about 20 permitted band members killed seven elk &#8211; five bulls and two cows &#8211; during a season running from Sept. 15 to Dec. 31.<\/p>\n<p><!--]--><!--[--><\/p>\n<p>The same year, 3,544 state-licensed hunters entered a lottery for two either-sex and two cow elk permits, with a total of two bulls being killed during two nine-day seasons.<\/p>\n<p><!-- --><!--]--><!--[--><\/p>\n<p>The relatively small state harvest compares with 37 northwest Minnesota elk that were killed by DNR licensed hunters as recently as 2020.<\/p>\n<p><!-- --><!--]--><!--[--><\/p>\n<p>The harvest drop-off in part reflects a stabilizing herd size, among other reasons, said Leslie McInenly, the Minnesota DNR populations and regulations manager.<\/p>\n<p><!--]--><!--[--><\/p>\n<p>The Minnesota DNR has for some years wanted to grow the northwest elk herd to increase its genetic diversity and reduce the chance that disease could wipe it out. But some of the animals wreck fences, eat crops and are nuisances to local farmers.<\/p>\n<p><!-- --><!--]--><!--[--><\/p>\n<p>&#8220;We&#8217;ve known for a long time we have problems up there around agricultural damage,&#8221; McInenly said. &#8220;That&#8217;s why by state law we&#8217;re required to keep the elk populations within certain limits.&#8221;<\/p>\n<p><!-- --><!--]--><!--[--><\/p>\n<p>The situation with the Red Lake Band is challenging, McInenly said, because the DNR doesn&#8217;t have an 1863 treaty-area resource-management agreement with the Red Lake Band. &#8220;Though we do talk to Red Lake&#8217;s biologists often,&#8221; she said.<\/p>\n<p><!--]--><!--[--><\/p>\n<p>By contrast, the Fond du Lac Band, along with the Bois Forte and Grand Portage Chippewa bands, lie within a northeast Minnesota area created by an 1854 treaty. Those bands have resource management agreements with the state.<\/p>\n<p><!-- --><!--]--><!--[--><\/p>\n<p>Elk can&#8217;t be brought into Minnesota from another state, McInenly said, because of concerns about chronic wasting disease.<\/p>\n<p><!-- --><!--]--><!--[--><\/p>\n<p>Schrage, the Fond du Lac wildlife biologist, said his band&#8217;s intent never was to take elk from Red Lake&#8217;s share of the northwest herd.<\/p>\n<p><!--]--><!--[--><\/p>\n<p>&#8220;We respect Red Lake&#8217;s treaty claims,&#8221; Schrage said. &#8220;The elk we&#8217;re talking about are on private land that otherwise would be shot because the herd there is exceeding its legally mandated size.&#8221;<\/p>\n<p><!-- --><!--]--><!--[--><\/p>\n<p>In Minnesota&#8217;s most recent legislative session, lawmakers dealt a blow to the relocation plan when they declined to reallocate unspent funds from the $2.3 million they gave the elk plan in 2023. The money &#8211; the unspent amount is unknown, Schrage and McInenly said &#8211; will return to the state at the end of this month.<\/p>\n<p><!-- --><!--]--><!--[--><\/p>\n<p>Earlier this year, the relocation plan took another hit when LaSharr, the Minnesota DNR elk biologist, quit to take a wildlife management job in Utah. Her bosses have no immediate plans to fill the position.<\/p>\n<p><!--]--><!--[--><\/p>\n<p>Minnesota DNR wildlife section chief Dave Trauba has said he is hopeful problems around the planned elk relocation can be resolved.<\/p>\n<p><!-- --><!--]--><!--[--><\/p>\n<p>&#8220;It will be a little bit of a challenge, but we&#8217;ll work through that and we&#8217;ll work through it in a cooperative fashion,&#8221; Trauba said last year in response to the Red Lake band&#8217;s objections.<\/p>\n<p><!-- --><!--]--><!--[--><\/p>\n<p>Pemberton, the Red Lake Band&#8217;s DNR director, isn&#8217;t so sure.<\/p>\n<p><!--]--><!--[--><\/p>\n<p>&#8220;We told the DNR we would have another meeting with them about this,&#8221; he said. &#8220;But we won&#8217;t meet with Fond du Lac.&#8221;<\/p>\n<p>Read more <a href=\"https:\/\/sandiegorelocationnews.com\/index.php\/2026\/06\/10\/david-murphy-the-mike-gansey-era-has-begun-where-do-the-sixers-go-from-here\/\">David Murphy: The Mike Gansey era has begun.
