Sammy grew up in a world where social media is not just a tool, it is an environment shaped by powerful companies that design their products to capture attention, reward constant engagement and keep young people coming back. That is the reality California lawmakers are confronting, and Assembly Bill 1709 finally begins to meet that reality with action. For too long, social media companies have operated with enormous freedom and very little accountability. Their platforms are not neutral spaces, they are carefully engineered systems built around algorithmic feeds, infinite scroll, autoplay video and relentless notifications, all designed to maximize the amount of time that a user stays engaged. For adults, that can be hard enough to manage. But for children, whose brains are still developing and who are especially vulnerable to reward-based design, it can be overwhelming and, in some cases, devastating. AB 1709, which has a long list of authors and co-authors, sets a clear, long overdue boundary: Children under 16 should not have accounts on platforms built around these addictive systems. It requires companies to take real, enforceable steps to prevent underage use and to remove accounts when they identify minors. But what makes this bill different \u2014 and why it matters \u2014 is its accountability. AB 1709, which passed unanimously in the Assembly on May 28, includes meaningful financial penalties for companies that fail to comply. These are not symbolic fines, either. They are significant enough to matter, with penalties that can reach tens of thousands of dollars per affected child. They are among the wealthiest corporations in the world and they only respond to financial incentives. For the first time, this bill puts real financial consequences behind the expectation to protect children. The bill also addresses a long-standing failure in online safety: Age verification. Today, any child can bypass existing safeguards by entering a false birthdate. AB 1709 shifts that burden away from kids and parents and onto the companies themselves, requiring them to use verified age assurance systems to determine who is accessing their platforms. Opponents of the bill raise concerns about privacy and implementation. Those concerns are worth addressing carefully; but they must be weighed against what is already happening today. Right now, children are exposed to highly sophisticated systems designed to understand their behavior, shape their experiences and maximize their time online, often without meaningful safeguards. The same companies that can track and predict behavior with extraordinary precision can, and should, be expected to implement protections for kids. The platforms affected by AB 1709 are not abstract. They are the apps millions of people use every day: Instagram, TikTok, YouTube and Snapchat. These platforms have become part of daily life, but their design has also raised growing concern among parents, educators and health professionals. For me, this is not policy theory; it is personal. I lost my son, Sammy, to social media harm. There is no way to fully describe that loss. It changes everything. What I can say is that this advocacy work is not something I chose. It is a calling that I refer to as \u201caccidental activism.\u201d It is driven by one purpose: To protect the children who are still here. The kids growing up right now in this digital environment are our future. They deserve platforms that respect their wellbeing, not systems designed to pull them in deeper at vulnerable moments. They deserve adults who are willing to act. AB 1709 does not solve everything, but it draws a line that has not existed before: It says that addictive systems should not be directed at children, and that when companies fail to meet that standard, there are real consequences. California has led the world in building the technologies that shape modern life. It can also lead in setting the standards that protect the people who use them. For families like mine, this is not about politics. It is about prevention. It is about making sure fewer parents have to say the words \u201cmy child should still be here.\u201d <i>Samuel P.
