Before Tesla, the 1970s global oil crisis sparked renewed interest in EV development, and quiet electric experimentation followed regulations like California’s ZEV mandate. It’s better to consider Tesla as a revival of electrification rather than a reinvention, as General Motors (GM), Toyota, and Nissan would contribute to different pieces of the EV puzzle first. These pieces include scale, practicality, and battery development, which we’ll cover below.

Read more Barabak: This historic Nevada mining town has seen better days. Trump is excavating hope

General Motors EV1: the EV that was too early

The EV1 was the first mass-produced modern EV by a major automaker, and GM made 1,117 units from 1996 to 1999. The model stemmed from GM’s Impact electric concept shown at the Los Angeles Auto Show in January 1990. By September 28, 1990, California’s Air Resources Board (CARB) mandated that the seven top-selling automakers would have to make two percent of their California sales zero emissions by 1998, five percent by 2001, and 10 percent by 2003, according to Hagerty. While CARB pushed other automakers to produce a practical electric car (such as the Toyota RAV4 EV), GM was ahead of the curve.

Related: A Gas You Rarely Think About Could Slow Down Electric Cars

Each EV1 was essentially hand-built using a craft station process at the small Lansing Craft Center plant, which previously manufactured Buick’s Reatta. The first-generation EV1’s 1175-lb pack of 27 advanced lead-acid batteries held the energy equivalent of only a half-gallon of gas, which spawned the two-seat teardrop design optimizing aerodynamics. GM would get the EV1’s drag coefficient down to a stunning 0.19. Along with threatening aerodynamics, tests indicated that extending the car for a back seat would reduce its already poor range by 25%.

Battery technology was naturally primitive compared to today, so when GM’s second generation EV1 offered an optional nickel-metal hydride (NiMH) battery with better range, the price was significantly higher. The first-generation model could travel 50 to 95 miles per charge, while the optional second-generation model could drive 75 to 140 miles per charge. GM exclusively leased the EV1 due to limited production capacity, cold-weather range limits, and slim public charging options. Leases began in Los Angeles, Phoenix, and Tucson before expanding to San Francisco and Sacramento, but demand was so low that suppliers halted production of replacement parts.

Need new tires? As mentioned earlier, Toyota introduced this model in the late 1990s in response to California’s early 1990s mandate, and it was based on the first-generation RAV4’s platform. Along with a solid range stretching 100 to 120 miles, the first-generation RAV4 EV’s Panasonic NiMH battery pack was extremely durable, with some examples exceeding 150,000 miles, as shown in a RAV4 EV forum. This practicality led to the RAV4 EV’s use extending beyond the public to corporate, utility, and government fleets. Still, roughly one-fifth of examples ended up under private ownership in California, according to JD Power. Despite a production run lasting three years longer than the GM EV1’s, Toyota only made about 1,485 first-generation RAV4s.

Nissan Altra EV: The quiet pioneer of lithium-ion thinking

Nissan introduced its Altra EV in 1998 as a small fleet EV for municipal and utility services in California. Only 200 units were made. What makes the Altra EV unique is that it was among the first production vehicles with early form lithium-ion battery chemistry rather than lead-acid or NiMH batteries. Nissan opted for this battery because of its power density, low weight, and recharge features. This EV included other attractive options for the time, such as keyless entry, 4 wheel anti-lock brakes, power everything, and regenerative braking, according to Green Car Reports. Range was solid at 120 to 140 miles per charge, and it could recharge in just 5 hours/cycle up to 1,000 times (so you’d get 120,000 to 140,000 miles of battery life under ideal conditions). Nissan based the Altra EV on the electric t R’nessa minivan platform limited to Japan, and its legacy is rooted in how it helped the automaker gather valuable real-world data for developing high-capacity batteries.

Final thoughts

While Tesla did heavy lifting in getting the EV ball rolling on a mainstream level, electrification’s success stems from extensive, but mostly forgotten, preceding trials. General Motors foreshadowed how an electric car could be made at scale for the public with its EV1. Tales of the first-generation RAV4 EV’s durable battery pack are still told today. Nissan’s cutting-edge lithium-ion technology contributed to more successful early EV launches under the brand, such as the Leaf. In other words, Tesla is primarily a continuation of the EV engineering story.

Read more Oakland building with history of fires goes up again in two-alarm blaze

Related: NASCAR Considers Electric Race Cars-and Fans Are Furious

Copyright 2026 The Arena Group, Inc.
