Sacramento County Health Inspectors ordered the temporary closure of a Land Park restaurant after discovering an infestation of cockroaches. Additionally, health inspectors cited other restaurants for broken equipment and improper storage of food.

What do these inspections mean?
While a yellow placard signals two or more major violations, these are typically corrected or mitigated during the inspection, according to the Sacramento County Retail Food Inspection Guide.
A red placard, however, signals “imminent danger to public health and safety” and suspends an establishment’s health permit until violations are corrected. This could include, but is not limited to, major vermin contamination.
In contrast, a green placard means a restaurant passed inspection. The county performs about 14,000 inspections annually and about 97% of establishments pass, spokesman Ken Casparis previously told The Sacramento Bee.
Approximately 1% of inspections result in a closure, he said.

Businesses temporarily closed by health inspectors
Los Inmortales Taqueria
501 Broadway, Sacramento
Number of Violations: 17
Date: Monday, Aug. 3
Sacramento County Health Inspectors gave a red placard to the Land Park location of the Los Inmortales Taqueria chain after finding 8 German cockroaches, both dead and alive. The cockroaches were found throughout the facility, including on and around a hand sink and on the floors.
The health inspection also noted:
- Cooked onions and jalapeños in the salsa bar were stored above proper temperature control levels
- Whole fish was improperly thawed in a container of still water.
- The hand wash and compartment sinks did not reach the required hot temperature levels of 100 and 120 degrees, respectively.
- Employees engaged in improper handwashing practices and not using designated handwashing sinks.
- The facility’s food handler cards were not available for review.
The taqueria was reinspected on Tuesday, Aug. 4 and cleared to re-open.
The Los Inmortales chain has four other locations in the Sacramento area. The Bee reached out to the Broadway location but no manager was onsite.

- Health inspectors gave the West Lake Indian restaurant a yellow placard for violations with their handwashing facilities, including a blocked kitchen hand sink, an empty paper towel dispenser and a malfunctioning soap dispenser.
- Nuggets, wings, manchurian mix, lentils and chicken were stored above proper holding temperatures in a malfunctioning refrigerator unit.
- Curry paneer was kept below proper temperatures in a steam unit.
- Beef was kept above proper temperatures in a cold top unit.
- Employees did not demonstrate knowledge of location and use of a probe thermometer.
- Food handler cards were not available.
- A non-handled container was improperly used as a scoop and stored in contact with raita in a bucket.
- One of the four ventilation hood lights was not working.
- Windex was improperly stored on a shelf above the prep table.
- Multiple surfaces were unclean with excess grease, debris and residue, including floors throughout the facility, ventilation hood filters and on the stove range top.
Naan Twist was reinspected on Thursday, Aug. 6 and given a green placard.
Haraz Coffee House
194 Blue Ravine Rd., Folsom

Date: Monday, Aug. 3
- Health inspectors gave the Folsom location of the coffee chain a yellow placard after noticing that a handwashing sink was blocked by equipment and did not have hand soap or a paper towel dispenser.
- A separate handwashing sink was blocked by boxes.
- One employee did not wash their hands before donning gloves and handling food.
- The sanitizer in the warewashing machine had no chlorine.
- The facility’s food safety certificate was not available.
- Musakham and hot dog wraps in a display case were above proper holding temperatures.
- No hot water was available at the kitchen handwashing sink.
- An ice scoop handle was kept inside the ice.
- A bug zapper was found over the coffee area handwashing sink near food preparation areas.
- No hot water was available in the kitchen handwashing sink and the pipe under the warewashing sink was leaking.
Haraz Coffee House was reinspected on Thursday, Aug. 6 and given a green placard.

Thai Hot
9160 E Stockton Blvd. Ste. 150, Elk Grove

- Health inspectors gave the Thai restaurant a yellow placard after finding the handwashing sink basin blocked by a bin of frozen chicken skewers.
- Inspectors found raw chicken, beef and shrimp stored above proper holding temperatures in a cold top unit. Additionally, potatoes, chicken, tofu and fish were stored above proper temperatures in a malfunctioning walk-in refrigerator.
- Sanitizer cloth was observed without sanitizer solution.
- Food handler cards were not available for review.
Thai Hot was reinspected on Wednesday, Aug. 5 and given a green placard.
Nour’s Cafe
5800 Madison Ave. Ste. A, Sacramento

Date: Monday, Aug. 3
- Health inspectors gave the Citrus Heights cafe a yellow placard after observing a broker paper towel dispenser at a handwash station, and a lack of paper towels in general.
- One restroom was out of toilet paper.
- Employees did not demonstrate acceptable food safety knowledge on proper handwashing/glove use, how to use the dish machine properly, how to verify sanitizer level at the dish machine and how to set up a sanitizer bucket for soiled linens.
- Food handler cards were not made available.
- Black residue build up was found on the walls of the ice machine.
- Two dead, dry cockroaches were found on the floor.
- The facility was unable to provide documentation verifying that its Dubai chocolate bars and fruit shaped mousse cakes were obtained from an approved source.
- Boxes with containers and straws were stored on the floor.
- A cutting board and serving tray were stored behind a sink faucet.
Nour’s Cafe was reinspected on Thursday, Aug. 6 and given a green placard.

- Borscht soup was cooling improperly in a large container.
- Ground beef was thawing improperly in a prep sink.
- Monitoring thermometers were missing from reach-in refrigerators.
- A faucet at the front sink was leaking, and several sinks were not secured to the wall.
- The facility’s food safety certificate and food handler cards were not available.
- An employee drink was left in an open cup in the kitchen.
- A paper towel dispenser was missing from a handwashing sink in the coffee area.
Greenhouse was reinspected on Wednesday, Aug. 5 and given a green placard.
Temple Garden
7064 Sunrise Blvd., Citrus Heights

Date: Wednesday, Aug. 5
- Health inspectors gave the Citrus Heights Chinese restaurant a yellow placard after finding a handwashing sink fully blocked by a large container inside it.
- Cooked chicken was stored improperly in a cold top and above the proper temperature.
- One live Turkestan cockroach was observed on top of a container next to the dishwasher;
- The facility’s food safety manager certificate and food handlers certificates were not available.
- Employee beverages in open mugs were on the food preparation tables.
- Grime and debris were present on storage racks in the walk-in refrigerator, walk-in freezer and dry storage room.
- The maximum temperature of the dish machine and of the facility’s three-compartment sink measured below the minimum temperature requirements.
- Food was stored uncovered in a refrigerator and food containers were nestled directly on food items in the cold top.
- Boxes and buckets of food were stored directly on the floor.
- Old food, grime and dust was found on refrigerator handles, on floor sinks and on cold top covers.
- Two refrigeration units needed repairs or were otherwise in disrepair.

Country Waffles
6986 Sunrise Blvd., Citrus Heights

Date: Aug. 5, 2026
- Health inspectors gave the Citrus Heights breakfast and lunch haunt a yellow placard after finding around 100 old rat feces across the facility, including under the dishwasher, under food preparation tables and under the soda syrup system.
- Shelled eggs in an ice bath and hollandaise sauce were found outside of proper holding temperatures.
- The facility’s food safety certification and food handler cards were not available.
- Old food, slime and grime accumulation was observed inside refrigeration units, on the ice scoop lid and on the lid of the ice machine and on a pan holder.
- The condenser in one of the facility’s refrigerators was leaking, and several other refrigerator units had gaskets that needed to be replaced.
Country Waffle was reinspected on Thursday, Aug. 6 and given a green placard.
