Additionally, 13 dining facilities received citations for health food violations including a block hand sink, food residue streaks on a meat slicer and an ice machine with slime in it.
What do these inspections mean?
While a yellow placard signals two or more major violations, these are typically corrected or mitigated during the inspection, according to the Sacramento County Retail Food Inspection Guide.
A red placard, however, signals “imminent danger to public health and safety” and suspends an establishment’s health permit until violations are corrected. This could include, but is not limited to, major vermin contamination.
In contrast, a green placard means a restaurant passed inspection.
The county performs about 14,000 inspections annually and about 97% of establishments pass, spokesman Ken Casparis previously told The Sacramento Bee.
Approximately 1% of inspections result in a closure, he said. These were the results of Sacramento County food facility inspections for Thursday, Sept. 10, through Wednesday, Sept. 16. How to report a business to the health department
For readers who would like to report a local restaurant, food truck or café on health violations, they can do so by filing a complaint to the facility’s local environmental health departments.
The local health department is responsible for the initial investigation of consumer complaints regarding foods served or sold at retail food facilities, according to the California Department of Public Health.

Ji Bei Chuan Rice Noodles & Ramen
960 Florin Road, Sacramento
Number of violations: 10
Date: Thursday, Sept. 10
- Sacramento County Health Inspectors gave a red placard to the Pocket Chinese restaurant after finding 20 rodent droppings throughout the facility and gnaw marks on a box of sugar.
- Raw chicken juice cross-contaminated onto raw squid when an employee stacked a container of raw chicken on top of the squid container.
- Improper cooling of hard-boiled eggs in soy sauce.
- An employee was eating noodle soup on top of a cold top insert on the cook’s line.

- Sacramento County Health Inspectors gave a red placard to the North Highlands burger chain after finding sewage overflow from the floor sinks. Sewage was pooling beneath the three compartment sink.
- A portion of roast beef was held below proper hot holding temperature.
- Black residue was found inside soda nozzles.
- Cove base tile was missing in the facility.
Arby’s was reinspected on Wednesday, Sept. 16 and passed with a green placard.

Date: Tuesday, Sept. 15
- Health inspectors gave a red placard to the Citrus Heights American restaurant after finding six German cockroaches on walls under three-compartment sink. Dead cockroaches were observed elsewhere in the facility. Health inspectors reported they observed cockroaches entered inside broken walls and cracks.
- The facility lacked an employee with a food safety certificate.
- Health inspectors observed expired California Food Handler cards.
- The facility had deteriorated flooring.
Cornerstone Restaurant had yet to be reinspected as of Thursday, Sept. 17.

- Cooked rice in a plastic container and country gravy were held above proper cold holding temperature.
- Old dried food accumulation was found on the meat slicer.

- Barbecue ribs and bulgogi were held below proper hot holding temperature.
- The meat slicer had food residue streaks.
- Uncovered frozen food was stored in a container inside the walk-in freezer.
Gen Korean BBQ was reinspected on Friday, Sept. 11 and passed with a green placard.
Loving Hut

- Several squeeze bottles were missing proper labels.
Loving Hut was reinspected on Friday, Sept. 11 and passed with a green placard.

- Health inspectors cited the Land Park Puerto Rican restaurant after finding cooked white rice and cooked yellow rice improperly cooling.
- Employee beverages without lid/straw were stored on a prep shelf over the prep cooler.
- Tongs were stored on an oven handle.
- The upright freezer had an ice accumulation on shelving and walls.
Lola’s was reinspected on Friday, Sept. 11 and passed with a green placard.
New York Pizza
1046 Florin Road, Sacramento

- Health inspectors cited the Pocket pizzeria after finding a blocked handwashing sink.
- Ham and sausage were held above proper cold holding temperature.
- The facility had a missing time as a public health (TPHC) control for half of a pepperoni pizza.
- A domestic chest freezer was found at the facility.
New York Pizza was reinspected on Friday, Sept. 11 and passed with a green placard.
Noodle House
5800 Madison Ave. Suite X, Sacramento

- Health inspectors cited the Arden Arcade Asian restaurant after finding the only handwash station was completely blocked at time of arrival by a deep fryer, five gallon containers and a bucket stored inside the sink.
- Cooked rice and cooked thin noodles were held above proper cold holding temperatures.
- Slime and slightly black residue build up was found inside the ice machine.
- Raw fish was stored above the garlic and raw meat stored on top of a closed container with pho inside an upright freezer.

- Health inspectors cited the Lemon Hill Chinese restaurant after finding the handwashing sink blocked by excessive boxes and cardboard.
- Grilled mushroom double stacked were measured above cold holding temperature.

- The staff was washing meat cutting and grinding equipment and skipping the sanitizer step.
