The driver in a 2025 hit-and-run that resulted in the death of an 80-year-old Elk Grove woman was arrested by Elk Grove police at his Sacramento home on suspicion of vehicular manslaughter and felony hit-and-run.

Elk Grove police arrested Keith Adam Lee, 57, on Wednesday in connection with the Oct. 10, 2025, collision that critically injured Ngub Chan as she walked across Splendor Lane at Lilypad Lane in the city’s Laguna Ridge neighborhood.
Chan suffered multiple broken bones in the collision. She died about six weeks later, on Nov. 21, 2025, at an area hospital, the Elk Grove Police Department said.
Surveillance video helped officers identify a 2007 Chevrolet Impala that drove away from the scene, police said at the time. Traffic detectives later contacted the car’s owner while he was driving in Sacramento but did not arrest him.

After further investigation, Elk Grove police identified Lee as the driver who struck Chan and forwarded a felony hit-and-run case to the Sacramento County District Attorney’s Office. Prosecutors added a vehicular manslaughter charge after Chan’s death.
Lee was being held without bail at the Sacramento County Main Jail, according to Sheriff’s Office jail records. A Sacramento Superior Court date had not been scheduled.
