A $185 million financial commitment and plans for a 7,500-seat soccer arena are on the table in Rancho Cordova, where residents will get a chance to weigh in on the ambitious Downtown Dova development before a crucial City Council vote.

The meeting will begin at 5:30 p.m. Tuesday at Rancho Cordova City Hall, 2729 Prospect Park Drive. City staff and representatives of the project’s developer will be available to answer residents’ questions, according to the city.

The Downtown Dova project would be anchored by a 7,500-seat indoor soccer arena near Kilgore Road and Trade Center Drive, where two Major Arena Soccer League teams would play. Plans for the larger entertainment district include housing, hotels, shops, restaurants, a card room and the city’s first movie theater, though future phases would require additional approvals.

Joshua Wood, co-founder of the development firm behind the Downtown Dova project, said his firm hopes to break ground by year’s end, so the arena may host its first games in the first quarter of 2028. Wood and his business partner, Charanjeet Kaur Tiwana-Purewal, founded KozPure in 2024.

Rancho Cordova is considering about $185 million in financial participation over 35 years, including fee waivers, city payments of development impact fees and a share of tax revenues generated by the development.

Supporters of the project, including Mayor Garrett Gatewood, say the development would create jobs, spur economic growth and bring new entertainment options to the city. Opponents have raised concerns about traffic, environmental impacts and the proposed financial incentives.

The City Council, which has final say over the project and its financial agreements, is scheduled to consider the development at meetings Oct. 26 and Nov. 2, according to city spokesperson Maria Kniestedt.
