CA state worker union accuses agencies of not providing employee contact information

California’s largest state worker union is taking a stand against roughly 10 departments and agencies, saying the entities aren’t providing the union with adequate employee information.

In the most recent Public Employment Relations Board charge filed last week by SEIU Local 1000 against the California State Lottery, the union accuses the department of not providing the phone numbers and emails of employees. The union, in the PERB filing, said the information is helpful when recruiting new members and performing outreach, potentially affecting the union’s long-term strength.

“When department after department fails to meet that obligation, it’s difficult to dismiss it as an administrative mistake,” Walls wrote. “It suggests a troubling anti-union pattern across state government that interferes with workers’ ability to communicate with their union and exercise their rights.”

“The California Lottery failed to provide SEIU Local 1000 with complete employee information that it is legally required to provide, and even after we notified the department of the problem, it failed to correct it,” SEIU Local 1000 President Anica Walls wrote in a statement. “But what’s happening at the Lottery is not an isolated problem. We’ve seen the same issue across state government.”

Other departments that failed to provide the information include the Department of California of Technology and Department of Motor Vehicles, according to SEIU Local 1000.

Angela Musallam, a spokesperson for CalHR, declined to comment on pending litigation.

SEIU Local 1000 asked the California State Lottery for the missing information in early June. The union said a remedy wasn’t made, resulting in the PERB filing.

California State Lottery did not include the work location or phone number for all 698 employees provided to the union in late May, according to a letter from SEIU Local 1000 to the department. Personal cell phone information was not provided for nearly 620 of those employees and personal email addresses weren’t listed for 115 staffers.

Contact information for new hires is required under the Public Employee Communication Chapter to be sent to every 30 days, according to the letter, and a full roster of represented employees every 120 days.
