2 arrested, 8 cars seized in alleged odometer tampering ring, Roseville police say

The investigation began roughly one year ago, the Roseville Police Department said Tuesday in a social media post, stemming from an individual unknowingly purchasing a vehicle with a rolled-back odometer in Roseville.

Investigators determined that “numerous” individuals had unknowingly purchased vehicles believing they had significantly lower mileage than they did, police said.

“When purchasing a vehicle from a private seller or online marketplace, always verify the VIN, review vehicle history reports, compare mileage records, and have the vehicle inspected before purchase,” police said in the post. “If a deal seems too good to be true, it probably is.”

Rustam Mirzoev, 28, and Dmitrii Grunin, 27, were booked into the South Placer County Jail and later released on separate $25,000 bail bonds after arraignment, according to Placer County Superior Court filings.

Both men were charged with three felonies: two counts of obtaining money or property by false pretenses and one count of unlawful use of personal identifying information.

According to Placer Superior Court filings, one false pretenses count and the personal identifying information charge stemmed from a June 21, 2025, incident. The second false pretenses count was related to an Aug. 10, 2025, incident.

Mirzoev and Grunin pleaded not guilty and were scheduled to return to court June 24.
