Woodland council approves more spending on wastewater treatment improvements

The Woodland City Council voted Tuesday to increase spending on improvements to the city’s wastewater treatment plant. The council voted to shift $400,000 set aside to replace a pump at the Spring Lake Pump Station to cover unanticipated costs at the treatment plant.

Built in the 1980s, the facility treats all of Woodland’s wastewater. It has been improved since then, but limited space at the facility means infrastructure must be reorganized, according to a staff report. The city was replacing a 20-year-old grit removal system with a new one in a different part of the treatment plant.

During construction, the city discovered additional repairs and improvements were needed. The work included repairs to the Gibson Ranch Lift Station and paving, lighting, piping and other infrastructure improvements associated with the treatment plant’s grit filtration system.

To make the needed changes, the city signed a $3.1 million contract with Cushman Contracting Corp. in July 2025. The council voted to raise the contract’s ceiling to $3.7 million in February. Repairs at the treatment plant were funded through the city’s Sewer Enterprise Fund, so the increase did not come from the city’s general fund.

On Tuesday, the council voted to increase the two-year contract by $400,000 and raise its construction contingency, which covers unforeseen costs, by almost $1 million. The original contract had a 10% construction contingency. The city approved a contingency of just over 30%, bringing the total project budget to $5.25 million.
