A two-week investigation into a hit-and-run that seriously injured one of two children riding an e-scooter at a Lincoln park led to the arrest of a 49-year-old Lincoln man.

Lincoln Police Capt. Zach Eaton, who is slated to become the department’s next police chief, said Robert Mullen was arrested after detectives used Flock cameras to track down the vehicle involved in the Aug. 26 crash at Joiner Park.
The two juveniles were riding an e-scooter when they were struck by a vehicle, according to Eaton. One child suffered significant injuries and was hospitalized.
Investigators initially had limited evidence, including video that gave them a general description of the vehicle. Eaton said Flock cameras later helped detectives identify a license plate linked to the vehicle that ultimately led them to Mullen.

Eaton said Mullen fled to Southern California after the crash.
Lincoln detectives traveled to Southern California and seized the vehicle, according to Eaton. Investigators also recovered additional evidence that police said pointed to Mullen’s involvement in the hit-and-run.

Mullen was arrested and booked Thursday morning into the South Placer Jail. He’s being held on $25,000 bail on one felony count of hit and run resulting in death or injury. Jail logs did not say when he would face arraignment.
Eaton credited detectives and dispatchers with piecing together the case.
“I’m very proud of the detectives and the dispatchers who worked on this case, who were able to secure valuable evidence and provide justice to a victim who was hurt significantly in this case,” he said.
