According to the report, the three-phase proposal includes a 12,000- to 16,000-seat stadium for the San Diego Wave, currently the second-ranked club in the National Women’s Soccer League, with a parking tower and tram for transportation throughout the property.

The proposed project also includes a 350,000-square-foot retail and restaurant center, a 300-room hotel, and a 125,000-square-foot convention center.

Levine Leichtman Capital Partners brought the proposal, claiming the work would not impact racing.

The board did not take any action during Tuesday’s meeting.

“I think we walked in very skeptical,” said board member Mark Arabo. “We ended up very happy, for myself, at least. I think it’s important to know that what we’re presenting is just a study. They’re not saying we’re going to develop it.”
