The project includes 166 one- and two-story single-family homes, including 59 homes with optional attached accessory dwelling units. The homes will be located on 28 acres at the northeast and southwest corners of Kilgore Road and International Drive, according to a city staff report.

The project, by developer Guardian Capital, also includes approximately one acre of open space, potentially including picnic and seating areas, play areas and connections to nearby walking trails.

The City Council approved the major design review, tentative subdivision map and environmental study for the project Monday.

The site was formerly home to the proposed Residences at Capital Center, approved by the City Council in 2022. That project, by developer Cole Partners, would have built 417 residential units, including 177 townhomes and 240 multifamily units. It also would have developed one acre of commercial and retail space, according to a 2022 city staff report.

The land was later purchased by a new developer, according to city spokesperson Samantha Lieuwen. GGC Hwy 50 LLC acquired the property in 2024, according to the Sacramento County Assessor’s Office.

The project was last evaluated for environmental impacts under the California Environmental Quality Act in 2022, when the previous project was being reviewed.

City staff found that the new project “would not result in new significant environmental impacts or substantially increase previously identified impacts” beyond what was identified in the 2022 study, Lieuwen said, so a new study was not conducted.

About 5,000 square feet of commercial space is still planned for the new project but will require separate approvals, according to Lieuwen and the city staff report.

An estimated construction start date was not yet available, according to the city.
