The first affordable housing is coming to Placer Vineyards, with Placer County approving nearly $46 million in building permits for a 168-unit apartment community that will bring below-market-rate homes to western Placer County.

Placer Creek will be built on a 9.54-acre site at 5400 Town Center Ave. and will include 168 apartments ranging from 565 to 1,187 square feet. The development will feature 60 one-bedroom units, 64 two-bedroom units and 44 three-bedroom units.

The apartments will be reserved for households earning between 30% and 70% of the area’s median income, providing affordable housing options for low- and moderate-income residents.
The county issued permits for 11 buildings, including a community center. The homes will be spread across a mix of two- and three-story buildings.

Construction projects of this size typically take 18 to 24 months to complete. If work begins soon, the community could welcome its first residents in early to mid-2028.
Hurley Construction submitted permit applications for the project in September 2024, shortly after St. Anton Communities purchased the property for $4.75 million.
Placer Creek is one of the first residential developments in Placer Vineyards, a master-planned community west of Roseville and north of Elverta expected to include more than 14,000 homes when fully built.
