Elk Grove is preparing to renovate its City Hall, a building that has housed the city’s government and public departments since 2006.

Elk Grove City Hall, at 8401 Laguna Palms Way, needs modernization and maintenance as it ages, City Manager Jason Behrmann said.
“We’re growing as a city,” Behrmann said. “We’re outgrowing the space.”
Planned improvements include remodeling and retrofitting offices and cubicles, along with upgrades to furniture, lighting and paint, according to Behrmann. The project also will add safety and security features and include maintenance such as new carpeting, a new roof and upgrades to the heating and air-conditioning system.
The renovation will not add square footage to the existing building, Behrmann said.
“We’re hoping this lasts us 15 years of more growth,” Behrmann said.

The city has plans to accommodate future growth if it eventually needs more space, Behrmann said. In June, the city 9324 W. Stockton Blvd. and 9327 Office Park Circle for $4.96 million. The West Stockton Boulevard property is leased to Kaiser Permanente.

The renovation is the second of three planned city facility projects. An expansion of the Elk Grove Police Department’s facilities at 8400 Laguna Palms Way was recently completed, and the city plans to renovate its corporation yard at 10250 Iron Rock Way, which houses the city’s public works and maintenance departments, according to Behrmann.
Behrmann said the city did not yet have a cost estimate for the City Hall renovation because the design was still being finalized. An estimate was expected within the next few months, he said.
The city discussed setting aside money for the project while approving its $491 million budget for the 2026-27 fiscal year in June. Nathan Bagwill, the city’s budget manager, said one contributor to the budget’s $80 million year-over-year increase was a $3.6 million rise in internal service costs, which included the City Hall renovations and facility operations.
Work was expected to begin in late 2027 or early 2028 and be completed by the end of 2028, Behrmann said.
