Retired El Dorado County high school band teacher sentenced for child sex abuse

A retired Oak Ridge High School band director in El Dorado County pleaded guilty to six felony counts of child sexual abuse and was sentenced to six years and four months in prison.

Paul William Varoff, 65, was living in Sacramento County when detectives arrested him seven months ago. He remained in custody Monday in the El Dorado County Jail awaiting transfer to state prison.

After his arrest on Jan. 26, El Dorado Union High School District officials said Varoff had retired but continued to work periodically for the district in a limited support role. District officials said they would not release further details because of the ongoing investigation. They also said they did not know whether the alleged child sexual abuse involved a student in their district.

Varoff taught band at Oak Ridge High in El Dorado Hills for more than 30 years, according to the El Dorado County Sheriff’s Office.

Prosecutors alleged a months-long pattern of sexual abuse involving the same minor victim, with incidents spanning multiple locations and jurisdictions, rather than a single isolated encounter, according to the criminal complaint filed Jan. 20 by the El Dorado County District Attorney’s Office.

The alleged sexual abuse of the child, identified as “J. Doe” in the court document, occurred at Varoff’s home, in his office on the Oak Ridge campus and after a birthday celebration for the former band director, according to the seven-page complaint.

Prosecutors alleged the abuse occurred at Varoff’s home between Jan. 1 and Aug. 31, 2023, and in his office on the El Dorado Hills campus between Jan. 1 and Feb. 28 of that year, according to the complaint.

Prosecutors said the victim was “particularly vulnerable,” alleging Varoff “took advantage of a position of trust or confidence to commit the offense.” The District Attorney’s Office also alleged the crimes involved planning and repeated conduct over time.

El Dorado Superior Court records showed that Varoff pleaded guilty Aug. 7 to six felony counts of child sexual abuse. The charges indicated Varoff sexually abused a child younger than 14 years old.

On the same day he pleaded guilty, a judge sentenced Varoff to a total of six years and four months in prison. Court records show Varoff was sentenced to the upper term of three years in prison for one of the felony child sexual abuse charges, and eight months in prison for each of the other felony charges.

A judge sentenced Varoff the same day to six years and four months in prison. Court records showed he received the upper term of three years for one felony count and eight months for each of the five remaining counts.

As part of the sentence, the judge ordered Varoff to register as a sex offender for life after his release from prison.

Court records showed that four of the 10 felony child sexual abuse charges Varoff initially faced were dismissed after he pleaded guilty.

The Folsom Times reported that Varoff’s conviction and prison sentence were part of a plea agreement with prosecutors that included a 15-year protective order. The order barred Varoff from contacting the victim and required him to stay away from the victim for at least 15 years.

Court records showed that Varoff pleaded guilty before a preliminary hearing to determine whether there was enough evidence for him to stand trial. The hearing had been scheduled four months earlier but was vacated April 20 and was not rescheduled.
