This is the first Galt City Council election since the city transitioned to district-based voting, rather than electing members at large.
Voters will also decide whether the offices of Galt Treasurer and Galt City Clerk should be appointive rather than elected positions.
Where are the districts?
The 1st District consists of a slice of central and southern Galt. The 3rd District represents most of northwestern Galt. The 5th District represents much of southwestern Galt.
Who are the candidates?
Jackson, 42, sits on Galt’s Planning Commission and is a Navy veteran and local business owner. He also founded The Saint Martin Foundation, a local nonprofit that aids residents experiencing homelessness and people transitioning out of addiction recovery programs.
In his candidacy announcement, Jackson said his priorities include strengthening public safety and the city’s economy. He also said he wants to preserve the “small-town character and quality of life that make Galt such a special place to live, work, and raise a family.”
Rodriguez, 54, was appointed to the City Council in December 2024. She is a former journalist and publisher of the Galt Herald and said her reporting experience gave her an “ear for what citizens wanted.”
Rodriguez said her priorities include advocating for more support for senior citizens and improving traffic conditions in Galt, particularly traffic spilling over from nearby Highway 99.
Sandhu, 69, was first elected to the City Council in 2018. He is a former planning commissioner and local business owner.
On his campaign website, Sandhu said his priorities include public safety, including the approval of automated license plate reader cameras; eliminating wasteful spending in the city’s budget**;** and prioritizing sustainable growth in the city.

Silva, 66, spent more than 33 years with the California Army National Guard and previously served on the Galt Joint Union Elementary School District board.
On his campaign website, Silva said his priorities include advocating for veterans, protecting taxpayer dollars and increasing public safety.
Who is funding the races?
Sandhu had approximately $800 in cash on hand in his campaign finance account as of Sept. 19. He reported lending his campaign $4,500 in early September.
Silva reported receiving approximately $2,000 in contributions as of Sept. 21.
What is Measure L?
Galt’s Measure L asks whether the offices of Galt Treasurer and Galt City Clerk should be appointive rather than elected positions.
An appointed city treasurer and city clerk would not be subject to residency requirements. The City Council may also set job requirements for the positions and review their performance annually.
Currently, the treasurer and clerk must live and be registered to vote in the city, and there are no minimum training or qualification requirements for the positions.
A “yes” vote supports making the offices of Galt City Treasurer and City Clerk appointive. If approved by a majority of voters, the offices will become appointive starting after the 2028 election.
A “no” vote opposes making the offices appointive.
The measure is supported by current Galt City Treasurer Shaun Farrell and Galt District Chamber of Commerce President Kat Seabolt.
