West Sacramento voters will decide two City Council races for neighborhoods south of Highway 50 this November, including an open seat created by Councilmember Dawnté Early’s decision not to seek reelection.

Dave Jans and Preston Jackson are competing to replace Early in the 3rd District, while 4th District Councilmember Verna Sulpizio Hull is seeking a second term against challenger Kathy Bailey.
Early, the council’s first Black member, announced last month she would not seek reelection after five years in the seat. Her departure also means West Sacramento’s time with an all-woman City Council will come to an end, because both candidates seeking to replace her are men.
Here’s what West Sacramento voters need to know:
Where are the districts?
The 3rd District includes most south-of-Highway-50 neighborhoods to the west of Jefferson Boulevard including Northwest Village, developed portions of Southwest Village and the Port of West Sacramento.
The 4th District represents the neighborhoods east of Jefferson Boulevard including Northeast Village and Southeast Village.
Who are the 3rd District candidates?
Dave Jans, a Realtor, is a retired firefighter and former member of the West Sacramento Parks Commission, according to his web page and candidate statement. Jans says his priorities include public safety, infrastructure, economic development and balancing new development with infrastructure and public safety needs.
Preston Jackson is an educator and coach, a former member of the Washington Unified School District Board of Education and current member of the West Sacramento Planning Commission, according to his web page. Jackson said in his candidate statement his priorities include roads and infrastructure, public safety, housing, local businesses and opportunities for young people.
Who are the 4th District candidates?
Verna Sulpizio Hull is an economic development executive and former leader of the West Sacramento Chamber of Commerce, according to her campaign website. In her candidate statement, she points to investments in parks, public safety, housing, homelessness services and infrastructure during her first term and says she wants to continue that work.
Kathy Bailey, her challenger, is a legal professional and the president of the Riva on the River Homeowners Association, which includes more than 250 households in West Sacramento, according to her candidate statement. On her campaign website, Bailey said her priorities include public safety, responsible growth, city services, homelessness and giving residents a voice in city decisions.

Who is funding the races?
In the 3rd District, Neither Jans nor Jackson have reported any campaign contributions to the state.
In the 4th District, Bailey has raised about $16,000 as of Aug. 6, including a $10,000 loan from herself. She also received $100 from West Sacramento Council member Norma Alcala and $250 from Capital Estates owner Rick Hart.
Sulpizio Hull has raised about $5,000 as of July 31. She received $250 from the North State Building Industry Association, $249 from Plumbers and Pipefitters Local 447, $500 from Sacramento Area Firefighters Local 522, $450 from PG&E, $500 from Teichert, $500 from the California Association of Realtors, $500 from state Sen. Christopher Cabaldon, D-West Sacramento, and $500 from the Yocha Dehe Wintun Nation.
Who is supporting the candidates?
In the 3rd District, Jans endorsed by Sacramento Area Firefighters Local 522, the West Sacramento Police Officers Association, the Sacramento Metropolitan Chamber of Commerce, the Sacramento Association of Realtors, Sulpizio Hull and West Sacramento Council member Quirina Orozco. His candidate statement also lists Yolo County Supervisor Oscar Villegas, former Yolo County Supervisor Mike McGowan, former West Sacramento council members Babs Sandeen and Cindy Tuttle, and Washington Unified School Board Trustee Sarah Kirby-Gonzalez among his endorsements.
Jackson is endorsed by Early, Washington Unified School District Trustee Jackie Thu-Huong Wong and Yolo County Superintendent of Schools Garth Lewis.
In the 4th District, Sulpizio-Hull is endorsed by Sacramento Area Firefighters Local 522, the West Sacramento Police Officers Association, the Sacramento Association of Realtors, the Sacramento Metropolitan Chamber of Commerce, Early and Orozco. Her candidate statement also lists state Sen. Christopher Cabaldon, Assembly Majority Leader Cecilia Aguiar-Curry and Yolo County Supervisors Oscar Villegas, Mary Vixie Sandy and Lucas Frerichs among her endorsements.
