Eden Housing plans to build a four- or five-story building containing 50 to 60 units of affordable housing for seniors at the site, said Charles Liuzzo, Eden’s director of real estate development.
The city, which owns the 1.17-acre site at 505 Royer St., has been looking for a developer for several years. The city then last year, and selected Eden, Liuzzo said.
For the last couple of months, negotiations have been ongoing for Eden to buy the property from the city, Liuzzo said.
Liuzzo said Eden submitted an application partly due to the location.
“The site is right in the middle of Roseville’s civic infrastructure downtown,” Liuzzo said. “These are the projects we love to be a part of. We also think these are the projects that are prioritized for funding from the state.”

The complex will have a mix of studios and one bedrooms, and also include a community room and computer lab for tenants, Liuzzo said. About 35 parking spots will be available across the street, at 300 Taylor St.
The units will be available to seniors 55 and older who earn 60% of the area median income or lower, Liuzzo said. Currently that would mean an individual could qualify to live there if he or she earns less than $55,200 a year, according to U.S. Housing and Urban Development guidelines for the Sacramento region.
Eden Housing is also the developer for the Donner Field senior apartments, which began construction in October in Oak Park.
Construction on the Roseville complex will start in 2029 or 2030, Liuzzo said. It’s expected to open in 2031 or 2032.
