Rob Reich, Jason Goldman, Gillian Hadfield and Alondra Nelson will advise the Government Operations Agency and Governor’s Office of Emergency Services on crafting recommendations for creating emergency shutoffs for AI systems and third-party safety criteria for AI developers by next spring.
The four experts each have ties to academia, tech behemoths like Google and X, and the Obama and Biden administrations.
Reich is a Stanford professor and former senior adviser at the U.S. AI Safety Institute, which is housed within the U.S. Department of Commerce and the National Institute of Standards and Technology.
Goldman, an early employee at Twitter (now X) and Google, served as the first White House chief digital officer from 2015 to 2017 under President Barack Obama.

Hadfield is an AI alignment and governance professor at Johns Hopkins University.
Nelson is director of the Science, Technology, and Social Values Lab at the Institute for Advanced Study, and previously served as acting director of the White House Office of Science and Technology Policy under President Joe Biden.
Last week, Newsom issued his AI executive order as public concerns about the burgeoning technology have mounted amid several instances in which AI systems went rogue and attacked other platforms or went beyond the scope of their tasks. President Donald Trump has resisted instituting federal oversight, claiming AI anxieties are a “hoax” and said the industry only needs “a STRONG AND SMART (High IQ!) PRESIDENT” to regulate itself.
