Sacramento County Health Inspectors gave a red placard to a Curtis Park doughnut shop after finding dozens of German cockroaches, including one crawling into the space behind the standing mixer.

Additionally, 10 dining facilities received citations for health food violations including black residue accumulation, raw chicken was stored over the ready-to-eat food and a facility had no food safety certified manager.

What do these inspections mean?

While a yellow placard signals two or more major violations, these are typically corrected or mitigated during the inspection, according to the Sacramento County Retail Food Inspection Guide.

A red placard, however, signals “imminent danger to public health and safety” and suspends an establishment’s health permit until violations are corrected. This could include, but is not limited to, major vermin contamination.

In contrast, a green placard means a restaurant passed inspection.

The county performs about 14,000 inspections annually and about 97% of establishments pass, spokesman Ken Casparis previously told The Sacramento Bee.

Approximately 1% of inspections result in a closure, he said. These were the results of Sacramento County food facility inspections for Thursday, Sept. 3, through Wednesday, Sept. 9. How to report a business to the health department

For readers who would like to report a local restaurant, food truck or café on health violations, they can do so by filing a complaint to the facility’s local environmental health departments.

The local health department is responsible for the initial investigation of consumer complaints regarding foods served or sold at retail food facilities, according to the California Department of Public Health.

Sacramento Post-Acute

5255 Hemlock St., Sacramento

Number of violations: 3

Date: Thursday, Sept. 3

  • Sacramento County Health Inspectors gave a red placard to the kitchen of this North Highlands nursing home after discovering nine German cockroaches in the facilities including one “crawling on the wall” and one dying juvenile cockroach on the floor near the dry storage room.
  • Condensation water was draining slowly from the walk-in cooler at the floor drain.
  • The facility had receded grout between several floor tiles beneath the dish machine.

Sacramento Post-Acute was reinspected on Friday, Sept. 4 and passed with a green placard.

The Bee reached out to the facility but no manager was onsite for comment.

Broadway Donuts

2731 Broadway, Sacramento

Number of violations: 7

Date: Wednesday, Sept. 9

  • Health inspectors gave a red placard to the Curtis Park doughnut shop after discovering 39 German cockroaches in the facility including four by the chemical bottles, one that had crawled into the space behind the standing mixer and two egg sacs on the floor.
  • The facility had no paper towels available at the hand sink.
  • Personal food was stored over food in the upright cooler.
  • The facility had unapproved household pesticide.

Broadway Donuts had yet to be reinspected as of Thursday, Sept. 10.

QTea Boba

6385 Riverside Blvd., Sacramento

Date: Wednesday, Sept. 9

  • Health inspectors gave a red placard Greenhaven boba tea shop after discovering 16 German cockroaches throughout the facility including on the mop sink basin, inside a broom and in the floor sink.
  • The facility was cooking raw chicken without the correct permit to do so.

QTea Boba had yet to be reinspected as of Thursday, Sept. 10.

Hot Off The Griddle

1583 West El Camino Ave., Suite 103, Sacramento

Number of violations: 2

Date: Thursday, Sept. 3

  • Health inspectors cited the South Natomas breakfast spot after finding the warewash machine sanitizer measured at 0 ppm after recent use of equipment.
  • The persons-in-charge, including the food safety manager certified employee, did not demonstrate knowledge of the sanitizer test strip use, required concentration levels or plan of action for waremachine issues.

Hot Off The Griddle was reinspected on Friday, Sept. 4 and passed with a green placard.

Sultan International Market

4132 Manzanita Ave. Suite 100, Carmichael

Number of violations: 25

Date: Tuesday, Sept. 8

  • Health inspectors cited the Carmichael market after discovering a lack of paper towels and soap at the restroom.
  • Raw meat was placed on top of a soiled unclean cutting board with old meat debris that was left from the previous day.
  • The warewash area at the bakery lacked chlorine.
  • The facility’s employees did not demonstrate acceptable food safety knowledge on proper warewashing, equipment use and proper food storage.
  • Personal items were stored along with food items in a side storage room

Sultan International Market had yet to be reinspected as of Thursday, Sept. 10.

California Burrito

1300 Fulton Ave. Suite B, Sacramento

Number of violations: 11

Date: Wednesday, Sept. 9

  • Health inspectors cited the Arden Arcade Mexican eatery after finding no hand soap in the restroom shared by both employees and customers.
  • Raw shelled eggs were held above proper cold holding temperatures.
  • The facility’s employees lacked food safety knowledge in holding temperatures and ware washing.
  • Raw chicken was stored over the ready-to-eat food at the upright cooler.

California Burrito had yet to be reinspected as of Thursday, Sept. 10.

Kabayan Filipino Restaurant

705 East Bidwell St., Folsom

Number of violations: 6

Date: Wednesday, Sept. 9

  • Health inspectors cited the Folsom Filipino restaurant after finding adobo pork ribs and pork barbecue in the hot holding cabinet below proper hot holding temperature.
  • An employee moved a full size aluminum pan filled with homemade toasted nuts and garlic from the car into the restaurant. Food must be obtained from an approved source.
  • Ground beef chubs and milk fish thaw on the drain board and in the basin of the food preparation sink.
  • The facility had no food safety certified manager.

Kabayan Filipino Restaurant had yet to be reinspected as of Wednesday, Sept. 9.

NY Gyros & Philly’s

5653 Stockton Blvd., Sacramento

Number of violations: 19

Date: Wednesday, Sept. 9

  • Health inspectors cited the Fruitridge Manor sandwich chain after discovering red chicken marinate stored in a Home Depot bucket with a lid in the walk-in cooler.
  • An employee did not know the temperature to reheat at.
  • One or more employees in the eatery did not have food handler cards.
  • The facility had chemicals stored next to food on the dry storage rack.
  • Door closest to the rear exit door has 2 shelves on each side with dry food stored on each shelf. Under one shelf was a twin size mattress with bedding, under the other were shoes. Shelves in-between the food had suitcases with clothing, and various used drinking glasses were present. Living in food related areas in not allowed. Remove all items that are not food or food related within 24 hours and discontinue storing bedding in the food facility immediately.

NY Gyros & Philly’s had yet to be reinspected as of Thursday, Sept. 10.

Blue Nami

Date: Wednesday, Sept. 9

  • Health inspectors cited the Orangevale Japanese restaurant after finding paper towels were not available at the front handwash sink.
  • An employee did not demonstrate knowledge of the proper procedure for checking sushi rice ph.
  • The facility had six expired California Food Handler cards.
  • Black residue accumulation was found inside the ice machine.

Blue Nami had yet to be reinspected as of Thursday, Sept. 10.

Donut Spot

Date: Wednesday, Sept. 9

  • Health inspectors cited the Orangevale doughnut shop after finding the handwash sink was fully blocked by a trashcan.
  • Cream cheese was held at an improper cold holding temperature.
  • Ham and cheese croissants were held under time as a public health control without any time documentation.
  • Personal food was stored above customer food items in the one-door refrigerator.

Donut Spot had yet to be reinspected as of Thursday, Sept. 10.

Pho Saigon

5304 Stockton Blvd., Sacramento

Number of violations: 16

Date: Wednesday, Sept. 9

  • Health inspectors cited the Lawrence Park Vietnamese restaurant after finding an employee using the three-compartment sink to rinse gloved hands rather than properly washing hands.
  • No water was available at the hand sink.
  • Employees were not familiar with proper food safety practices.
  • All observed food handler cards were expired.

Pho Saigon had yet to be reinspected as of Thursday, Sept. 10.

Hisui Sushi

25004 Blue Ravine Road, Suite 107, Folsom

Number of violations: 10

Date: Tuesday, Sept. 8

  • Health inspectors cited the Folsom Japanese restaurant after finding the handwashing sinks in the cook line, prep/service and ware wash areas blocked with cart and supplies.
  • Sushi rice was held below proper hot holding temperature.
  • Spicy tuna and crab mix was held in the temperature danger zone almost at ambient temperature.
  • The restaurant’s records were not available.

Hisui Sushi was reinspected on Wednesday, Sept. 9 and passed with a green placard.

Kabob Chutney Grill

4403 Elkhorn Blvd., Sacramento

Number of violations: 17

Date: Wednesday, Sept. 9

  • Health inspectors cited the North Highlands Mediterranean restaurant after finding personal items on the shelving in the kitchen.
  • Unapproved flooring was in the restrooms.
  • A new toilet seat and other non-food equipment was found in the kitchen.
  • The facility had no probe thermometer available.
