A Kings County Superior Court judge now faces a criminal charge after allegedly killing a bicyclist last year, the California Department of Justice announced Tuesday.

Kendra D. Weber, a 2023 appointee of Gov. Gavin Newsom, is charged with one count of misdemeanor vehicular manslaughter without gross negligence in the Sept. 15, 2025, death of bicyclist Bryan Leroy Garcia, 63.
At the time, the California Highway Patrol said it responded to an incident at 6:40 p.m. on Sept. 15, 2024, at Hanford Armona Road, east of 16th Street, southeast of Hanford.
A news release at the time did not identify the driver or the victim. It said an adult female drove a 2019 Subaru Forrester westbound on Hanford Armona Road. An adult male on a bicyclist was also on the road. Both were traveling westbound.
The bicyclist was on the painted solid white roadway edge line, the CHP said.
“As the driver … approached the rear of the bicyclist, the driver of the Subaru failed to allow sufficient clearance, subsequently allowing the right front of the Subaru to crash into the rear of the bicycle. The male bicyclist was ejected and subsequently pronounced deceased on the scene,” a CHP news release said.
Garcia did not wear a helmet, the CHP said. Weber was not cited or arrested at the time.
“We usually do not physically arrest for this crime, unless there was some type of malice, or intoxication, which did not seem to be the case here. We usually submit an arrest report later with the DA’s office for review, which happened in this case,” CHP Lt. Michael Wofle told The Bee.

Court date is pending
No court date has been set for the single charge, filed Monday. The initial hearing will be heard in Kings County, but likely by a visiting judge, a DOJ spokesperson told The Bee.
“The court is not able to comment on a pending court matter,” a court employee who did not want to be identified said on the phone.
It is unclear if Weber presided in court on Tuesday.
The said the Weber killed Garcia “while driving a vehicle in the commission of an unlawful act, not amounting to a felony, but without gross negligence; and while driving a vehicle in the commission of a lawful act which might have produced death in an unlawful manner, but without gross negligence.”
The unlawful act in this context usually means a driving infraction and not impaired driving.
Prior to her appointment, Weber served as an administrative law judge for the Board of Parole Hearings, an attorney for Kings County Child Support Services from 2016 to 2022, and from 2012 to 2016 as a prosecutor with the Kings County District Attorney’s Office. She worked in private practice from 2009 to 2012.
