An affordable housing project planned for a North Natomas lot is planned to be comprised of 140 units across four buildings.

San Rafael-based nonprofit developer EAH Housing plans to build the development at the 3.5 acre property, located at 1900 Club Center Drive, near Natomas Boulevard.
City Councilmember Lisa Kaplan, who represents the area, said the buildings are planned to be three stories each.
The new apartments will be for tenants earning between 30% to 70% of area median income, which is currently $27,600 to $64,400 for an individual living alone in the Sacramento region, according to a U.S. Department of Housing and Urban Development web page. Up to a quarter of the units will be reserved for households that include individuals with intellectual or developmental disabilities, for whom Alta Regional Center will provide services, a spokesperson for EAH said.
There will be 145 on-site parking spaces for residents included in the development, and the units will include between one and three bedrooms, according to the web page.
The lot was long-planned for a community center, but then the city in 2022 opened the $40 million North Natomas Community Center and Aquatics Complex, which is about two miles from the vacant site.
The new development will include community rooms that are designed for smaller groups and are cheaper to rent than at the North Natomas Community Center, Kaplan said.
“The proposed 140-unit residential community by EAH Housing and LPAS Architects in Natomas Park delivers vital, accessible, and affordable housing for seniors, people with disabilities, and essential workers like beginning teachers, school secretaries, custodians, and health assistants priced out of the local market,” Kaplan said in a statement. “Located near transit and schools, this development also features a much-needed community room for local gatherings, non-profits, Girl Scout meetings and neighborhood events that our community is asking for. I look forward to working closely with the community and EAH Housing to make this a project that is welcomed in our amazing community.”

There will be opportunities in the future for Natomas residents to provide input on the plans, an EAH web page says.
The council in February 2025 declared the property as “exempt surplus land” under the California Surplus Land Act. In March 2025, the council voted to give EAH exclusive rights to negotiate over a purchase price for the property. That price is not yet determined.
EAH also built a 140-unit affordable housing complex at the corner of Broadway and 19th streets.

We remain committed to delivering a thoughtfully designed community that provides high-quality housing and amenities for residents while being a positive addition to the neighborhood.”
Barbara Graichen, president of the North Natomas Community Association, said she is concerned about a disproportionate number of new apartment complexes being built in the neighborhood.
“Everybody wants affordable housing but in North Natomas we have so many apartments and so much affordable housing that’s been built here,” Graichen said. “We have tried to (prevent) more apartments in Natomas until more of the other neighborhoods did their part. I believe the amount of affordable housing we’re going to need is going to decline as California continues its outward migration.”
Construction could start as early as 2028 with a completion date of 2030, the spokesperson said.

The project will go back to the council for additional approval, Kaplan said.
