Runner’s annual salary will rise from $318,000 to approximately $338,000 at the start of 2027, according to a city staff report.
Runner also received the maximum annual performance bonus of 5% of his base salary, totaling $15,900, which the City Council can award following his annual performance review, according to the report. The salary increase will cost the city an additional $5,000 in retirement and insurance benefits, according to the report.
Runner was appointed to the city manager role in December 2022 with a base salary of $265,000, according to a previous city staff report. His salary and benefits are funded through the city’s general fund.
The City Council evaluates Runner’s performance annually, with an outside evaluator conducting the review every other year, according to city spokesperson Maria Kniestedt. The evaluation establishes annual goals based on the city’s strategic framework and City Council priorities.
The City Council reviewed Runner’s performance in closed session Sept. 29 and described his work in 2026 as “dynamic and impactful,” according to the staff report.

Runner’s salary is 5% higher than the median for city managers in the Sacramento region, according to the staff report.
For comparison, Jason Behrmann’s salary is just over $332,000 as of December 2025. Folsom City Manager Bryan Whitemyer’s salary is approximately $342,000 as of July 1. Sacramento City Manager Maraskeshia Smith’s salary is $399,000, according to previous Bee reporting.
